THE CONSTITUTION OF BANGLADESH ASSOCIATION OF ORAL AND
MAXILLOFACIAL SURGEONS (BAMOS).
Article I. Name:
The name of the organization will be, “BANGLADESH ASSOCIATION OF ORAL AND MAXILLOFACIAL SURGEONS” and the Bengali name, ‘বাংলাদেশ এসোসিয়েশন অব ওরাল এন্ড ম্যাক্সিলোফেসিয়াল সার্জনস’ & and hereafter referred to as ‘BAMOS’ or ‘বামোস’ .

Article III. OFFICIAL YEAR:
Article IV. AIMS AND OBJECTIVES:
- 1. To promote the art and science of oral and maxillofacial surgery (OMS) as an important component of dental profession in national health services.
- To establish the needfulness in the area of OMS in Bangladesh propagating appropriate professional activities
- To undertake measures for uplifting the professional status of OMS to develop professional skills up to an international standard.
- To recommend professional registration for enlisted members of BAMOS after a stipulated time period of the training.
- To generate funds for providing financial assistance to BAMOS members for advanced training/ continuing education program at home and abroad. 3
- To organize professional training in order to create a cadre of oral and maxillofacial surgeons belonging to BAMOS.
- To exchange views and updated knowledge in the field of OMS at home and abroad between relevant national and international organization(s) by holding joint ventures, seminar, symposium, workshop, lecture etc.
- To extend advice and support to the institutions such as the University of Dhaka, other universities, BSMMU, BMDC, BCPS etc. for upgrading the education, course curriculum, academic activities and updated standard related to OMS of undergraduate and post-graduate level.
- To form a team wherever necessary under the guidance of BAMOS to assign other dental specialists like Orthodontists, Prosthodontists etc. and medical specialty like ENT Surgeons, Orthopedic Surgeons, Plastic Surgeons, Neurosurgeons and Anaesthesiologists etc., which will appoint different working groups for their purpose.
- To develop closer relations between member associations especially in geographically adjacent areas (e.g. South Asia, South-east Asia), and also other countries (North America, Europe, Australia etc.). BAMOS will encourage the formation of regional/other organization(s) by BAMOS member’s individual approach or by treaty.
- To promote research programs in the field of OMS and to publish relevant publications, newsletters, handbills, journals, posters and measures for mass communications.
- To organize seminar/ symposium and social program in every year.
- To hold business meetings for the promotion of appropriate technologies, incorporation of appropriate drugs/ materials in the management of OMS.
- To recommend syllabus, contents and course curriculum for the undergraduate and postgraduate students.
- 15. To examine feasibility of advanced study programs in the field of Oral and Maxillofacial Surgery forming a unit/center / section through foreign collaborations.
- To cooperate with the international health agencies- WHO, UNICEF, UNDP, FDI, ISO, ANZOMS, AAOMS, IAOMS, JCPF and or national agencies/ organizations/ associations of other countries. 4
- Formation of appropriate by-laws / regulations / act for BAMOS (wherever appropriate by the help of legal advisor) under Bangladesh Dental Profession Act and BMDC regulations and whereas power is given to the association by the said act to make such by-laws as may be necessary for the better guidance, discipline and regulation of BAMOS and OMS practice in Bangladesh, and for the carrying out of the said act.
Article V. STATUS:
- 1. BAMOS will be a professional body with the aims and objectives stated in Article 1V as well as the welfare of the members of BAMOS and oral and maxillofacial surgeons as a whole in Bangladesh.
- BAMOS will have no political activity and will not be guided by any national/ regional political group / sub-group or individual.
Article VI. MEMBERSHIP:
- 1. BAMOS will consist of general members, life members, associate members, honorary members and patron members including overseas members. Person(s) actively engaged in the activities for the promotion of Oral and Maxillofacial Surgery must follow the criteria cited at article V11-X for categorical membership.
- To pay the annual dues within the official year is the member’s own responsibility. Reminding for the payment of dues on time is not obligatory to the office.
Article VII. CRITERION FOR MEMBERSHIP:
Article VII. 1 General Member:
- 1. A dental / medical graduate having a post-graduate degree/ diploma such as MS, FCPS, PhD, MDS, DDSc or equivalent degree in Oral and Maxillofacial Surgery recognized by Bangladesh Medical and Dental Council.
- General members have the voting right and are eligible to become a member of the EC.
- Entry fee : BDT 3000 (non-refundable)
- Entry fee from Associate Member to General Member: BDT 2000 (non-refundable), provided fulfillment of the criteria stated in article V11.1, Clause 1.
- Annual fee for a general member: BDT 1000 / year (non-refundable).
Article VII. 2. Associate member:
- 1. A post-graduate student in a degree/ diploma program (MS, FCPS, MDS, PhD, DDSc or equivalent degree) in OMS.
- Associate members will have no voting right and are not eligible to become a member of EC.
- Entry fee : BDT 1000 (non-refundable)
- Annual fee for an associate member: BDT 500/year (non-refundable).
Article VII. 3: life member:
- 1. A General Member who will fulfill the criteria of article V11. 1 clause 1.
- Life member fee: BDT 10,000 at a time (non-refundable) and need not renew membership.
- Life members will have a voting right and are eligible to become a member of the EC.
- If a life member changes his/her discipline, he /she will be considered as honorary member and will not have voting power.
Article VII. 4 HONORARY MEMBER:
- 1. A person with outstanding contribution in science/ implementing dynamic policy actions for health promotion. A reputable scientist may be offered honorary membership by convening a special meeting for convocation.
- Honorary members will have no voting right and need not pay annual fees. The membership is subject to the approval of EC.
Article VII. 5 PATRON MEMBER:
- 1. Person / Organization who have donated to BAMOS at least BDT 10,00,000 for the development of Oral and Maxillofacial Surgery.
- Patron member will have no voting right and need not pay annual fees. The membership is subject to the approval of EC.
Article VIII. NEW MEMBERSHIP APPLICATION:
- 1. Any Person with the qualifications stated in articles VI-VII.5 and wish to become a member (applicable category) have to apply in a prescribed form of BAMOS.
- The acceptance of any category of membership is subject to the approval of EC.
Article IX. CONDITIONS:
Any categories of members have to abide by the terms and conditions of articles stated in the constitutions of BAMOS.
Article X: Cancellation / pending of membership.
- 1. Any category of members violating the terms and conditions of BAMOS will lose his / her membership when the charges against him / her are proved by the decision of two-third members of the EC.
- Failure to renew membership for two consecutive years (member is entirely responsible to pay the annual dues to the Treasurer in due time) that may lead to cancellation/ pending of his/her membership. In such cases, a member needs to pay the entry fee plus previous annual dues. Otherwise, he/she may apply for membership (as a new applicant) according to article VIII and will receive a new registration number.
- A General Member moved to another discipline that does not fulfill the criteria of article VII. I clause 1, will automatically have his/her general membership cancelled. In that case, the individual may apply to the EC for the position of Associate Member.
- Previously registered general members (active members until October, 2013) will remain as such unless he/she moved to another discipline.
- If a life member changes his / her discipline, he / she will be considered as honorary member.
Article XI. OFFICE AND ADMINISTRATION:
BAMOS will have an Executive Committee (EC) elected by the votes of General Members.
Article XII. EC TERM:
For the functions of BAMOS, the term of office of EC will be for a period of 2 (two) English calendar years.
ARTICLE XIII.I.: GOVERNING BODY/EXECUTIVE COMMITTEE (EC) :
The EC will be consisted of 39 members as shown below:
- 1. President Elect: Honorary EC member
- One EC member from Armed Forces: In the Executive Committee one post of member (To be decided by ADC chief in written) will be reserved for Armed Forces.
- The armed forces member must be a general member of BAMOS.
Article X111: 2. Advisory Committee
- 1. An Advisory Committee will be formed consisting of 3-5 senior-most BAMOS general members/ life member who will work with the executive committee to solve any unwanted dispute, crisis that may arise in BAMOS.
- A member of the executive committee cannot be a member of the Advisory Committee.
Article XII1: 3. Regional Committee:
- 1. Regional Committee will be formed in greater Dhaka, greater Chattogram, greater Rajshahi, and greater Khulna region.
- The Regional Committee will be consisted of 1 (one) convenor and 4 (four) members.
- A regional member and regional committee member must be a general member of BAMOS who works in the particular region and the regional committee will be formed by the regional members.
- A representative from the Regional Committee will co-ordinate with the BAMOS EC regarding regional activities and will present in the EC meeting of BAMOS.
Article XIV: DUTIES AND RESPONSIBILITIES OF THE EC MEMBERS OF BAMOS
Article XIV.1: PRESIDENT:
- 1. The President will act as the chief executive of the association. He will conduct, coordinate
and execute all the activities in consultation with the Secretary General and other relevant EC
member. He/ she will preside over all meetings of the EC. - In cases of a tie regarding any issue, the President will use his casting vote.
- The same person cannot be elected as President for two consecutive terms.
- The same person cannot be elected as president for more than two terms.
Article XIV.2: IMMEDIATE PAST PRESIDENT:
- 1.The immediate past president will act as an advisor in the EC and will be a full EC member also.
- He/ she will help the EC by his/ her experience during his/ her tenure.
Article XIV.3: PRESIDENT ELECT:
- 1.President for the next session will be elected on the same day of EC Election.
- President Elect will be the Honorary EC member of the newly formed Executive
Committee, participate and exchange views in EC meeting but will not vote in EC
decisions. - His chronological position in the EC will be at the top of 9 EC members.
- He/ she will take official charge from present President at the end of EC term (2 years).
9 - A candidate for President Elect cannot compete for any other post in EC.
- If the post of President Elect becomes vacant for any reason (resignation/ decease etc.) an
election for that post will be arranged within 60 days of vacancy. - After completion of the Executive Committee tenure, the committee will
automatically be dissolved. If election commission is not formed and election of new
EC is not conducted within the tenure as mentioned in Article XV11 due to any
unavoidable circumstances, President elect will form new election commission to
conduct election within 02 months after taking the charge. During these 02 months
President Elect & EC will have no other role except conducting election. President
Elect will search for 02 members to continue his activity during these 02 months.
Article XIV.4: . SENIOR VICE-PRESIDENT / VICE- PRESIDENT
- 1.The Senior Vice-President will function as the President of BAMOS defined in article X1V.1 in
absence of the President. - Vice-president will function as the President of BAMOS defined in article X1V.1 in absence of
both the President and Senior Vice President.
Article XIV.5: SECRETARY GENERAL:
- 1.Secretary General will be responsible for general functioning of BAMOS EC and to sign all
letters and paper for the BAMOS in consultation with the president. He/she will be responsible
for recording the proceedings of EC meeting. - The Secretary General shall be keeping the records of all documents, papers, files etc. of
BAMOS and will execute the day to day office administration of BAMOS. - He/ she will convene meetings in consultation with the president, assisting the EC decisions in
developing programs and activities of BAMOS. - The same person cannot be elected as Secretary General for two consecutive terms.
- Any person cannot be elected as Secretary General for more than two terms.
Article XIV.6. JOINT SECRETARY:
- 1.The Joint Secretary shall assist in all of the duties and the responsibilities of Secretary General as
and when needed and be in-charge of the Secretary General of BAMOS as defined in Article
X1V.5 in absence of the Secretary General. - The seniority of Joint Secretaries will be decided according to the number of obtained votes
during BAMOS EC election. - He / she will be in-charge of the Treasurer in absence of Treasurer and perform the duties and
responsibilities of Treasurer.
Article XIV.7. TREASURER:
- 1.He/she will be responsible for maintaining and operating the bank account of BAMOS and
prepare an annual budget and will operate a joint account with the Secretary General or the
President. - He / she will report the accounts in AGM and at six month interval to the EC.
- He/ she will contact via telephone or written with the members, persons or organizations
regarding collection or payment of any dues.
Article XIV.8. ORGANIZING SECRETARY:
- 1.The Organizing Secretary will be responsible for promoting the activities for inclusion of new
members to BAMOS. - He /she will produce reports to the EC about the organizing policy of the BAMOS and will
follow the decision of EC.
Article XIV.9. ASSISTANT ORGANIZING SECRETARY:
- 1.Assistant Organizing Secretary shall assist in all of the duties and the responsibilities of
Organizing Secretary as and when needed and be in-charge of the Organizing Secretary of
BAMOS in absence of the Organizing Secretary. - He /she will assist the Organizing Secretary in the implementation of the decisions of the EC
and other responsibilities as may be assigned to him / her by the EC.
Article XIV.10. OFFICE SECRETARY:
- 1.The Office Secretary will be responsible for maintaining the official secretariat of BAMOS.
- He/ she will maintain the files of BAMOS and will receive all the letters/ correspondence,
relevant papers in the name of BAMOS and send any letter to the members/ other organizations. - He /she will maintain a registry of all the meetings held and inform the proceedings (in written)
to the EC members.
Article XIV.11. ASSISTANT OFFICE SECRETARY:
- 1.Assistant Office Secretary shall assist in all of the duties and the responsibilities of Office
Secretary as and when needed and be in-charge of the Office Secretary of BAMOS in absence
of the Office Secretary. - He /she will assist the Office Secretary in the implementation of the decisions of the EC and
other responsibilities as may be assigned to him / her by the EC.
Article XIV.12. PRESS AND PUBLICATION SECRETARY:
- 1.He/ she will be responsible for publishing the journals, newsletters, advertisements, souvenirs,
bulletins, posters etc. - He / she will help the editorial committee or board formed by the EC for publishing such things.
Article XIV.13. ASSISTANT PRESS AND PUBLICATION SECRETARY:
- 1.He/she will assist in all of the duties and the responsibilities of Press and publication secretary as
and when needed and be in-charge of the Press and publication Secretary of BAMOS in absence
of the Press and publication Secretary. - He /she will assist the Press and Publication Secretary in the implementation of the decisions of
the EC and other responsibilities as may be assigned to him / her by the EC.
Article XIV.14. ACADEMIC SECRETARY:
Academic Secretary will conduct workshop, local training and skill development program in Oral &
Maxillofacial Surgery.
Article XIV.15. ASSISTANT ACADEMIC SECRETARY:
- 1.He/she will assist in all of the duties and the responsibilities of Academic secretary as and when
needed and be in-charge of the Academic Secretary of BAMOS in absence of the Academic
Secretary. - He /she will assist the Academic Secretary in the implementation of the decisions of the EC and
other responsibilities as may be assigned to him / her by the EC.
Article XIV.16. FOREIGN AFFAIRS SECRETARY:
- 1. Foreign Affairs Secretary will be responsible for the correspondence/communication in foreign
scientific affairs. All correspondence must be approved by EC and the letter will be drafted in
consultation with President and Secretary General. - All letters (sending and receiving) should be forwarded to President and Secretary General for
discussion and further approval in the EC meeting.
Article XIV.17. ASSISTANT FOREIGN AFFAIRS SECRETARY:
- 1. He/she will assist in all of the duties and the responsibilities of Foreign Affairs Secretary as and
when needed and be in-charge of the Foreign Affairs Secretary of BAMOS in absence of the
Foreign Affairs Secretary. - He /she will assist the Foreign Affairs Secretary in the implementation of the decisions of the
EC and other responsibilities as may be assigned to him / her by the EC.
Article XIV.18. SCIENTIFIC SECRETARY:
Scientific Secretary will be responsible for the arrangement of seminar, symposium, national and
international conferences as guided by the EC of BAMOS.
Article XIV.19. ASSISTANT SCIENTIFIC SECRETARY:
- 1. He/she will assist in all of the duties and the responsibilities of Scientific Secretary as and when
needed and be in-charge of the Scientific Secretary of BAMOS in absence of the Scientific
Secretary. - He /she will assist the Scientific Secretary in the implementation of the decisions of the EC and
other responsibilities as may be assigned to him / her by the EC.
Article XIV.20. INFORMATION TECHNOLOGY ( I T ) SECRETARY:
Information techology Secretary will be responsible for the arrangement of webinar, look after the
website of BAMOS and work with other EC members regarding IT sector.
Article XIV.21. ASSISTANT INFORMATION TECHNOLOGY ( I T ) SECRETARY:
- 1. He/she will assist in all of the duties and the responsibilities of Information Technology
Secretary as and when needed and be in-charge of the Information Technology Secretary of
BAMOS in absence of the Information Technology Secretary. - He /she will assist the Information Technology Secretary in the implementation of the decisions
of the EC and other responsibilities as may be assigned to him / her by the EC.
Article XIV.22. SOCIAL WELFARE SECRETARY:
Social Welfare Secretary will raise funds for the welfare of BAMOS members/ families and take help/
advice from EC members to organize various activities.
Article XIV.23. ASSISTANT SOCIAL WELFARE SECRETARY:
- He/she will assist in all of the duties and the responsibilities of Social Welfare Secretary as and
when needed and be in-charge of the Social Welfare Secretary of BAMOS in absence of the
Information Social Welfare. - He /she will assist the Social Welfare Secretary in the implementation of the decisions of the EC
and other responsibilities as may be assigned to him / her by the EC.
Article XIV.24. ENTERTAINMENT SECRETARY:
Entertainment Secretary will be responsible for entertainment and refreshment in different events of
BAMOS.
Article XIV.25. ASSISTANT ENTERTAINMENT SECRETARY:
- He/she will assist in all of the duties and the responsibilities of Entertainment Secretary as and
when needed and be in-charge of the Entertainment Secretary of BAMOS in absence of the
Information Entertainment Secretary. - He /she will assist the Entertainment Secretary in the implementation of the decisions of the EC
and other responsibilities as may be assigned to him / her by the EC.
Article XIV.26. CULTURAL SECRETARY:
He/she will organize cultural programs as decided by the executive committee.
Article XIV.27. ASSISTANT CULTURAL SECRETARY:
- He/she will assist in all of the duties and the responsibilities of Cultural Secretary as and when
needed and be in-charge of the Cultural Secretary of BAMOS in absence of the Information
Cultural Secretary. - He /she will assist the Cultural Secretary in the implementation of the decisions of the EC and
other responsibilities as may be assigned to him / her by the EC.
Article XIV.28. MEMBERS:
EC Members will be responsible for all activities/duties as decided in EC meeting.
Article XV. FUNCTIONS OF EC:
- To coordinate and implement the activities of BAMOS as stated in aims and objectives of
BAMOS in Article 1V. - To exercise overall control on the BAMOS activities.
- To mobilize funds for the activities of BAMOS.
- To approve budget and observe audit reports, giving approval of various paid post of the
BAMOS and their pay scales as and when needed. - To approve the various programs, training etc. in the relevant field including budget provision.
- To constitute committee and sub-committee as and when needed and shall appoint such working
group when deem fit. - To establish relevant appropriate “council” for registration of BAMOS members.
Article XV1. 1:ANNUAL GENERAL MEETING (AGM):
- Annual General Meeting will be held once a year. The venue, date, time and agenda will be
approved by the executive committee proposed by President and Secretary General of BAMOS. - The notice of AGM should be published in well-circulated daily newspaper (Bengali/ English)
and BAMOS webpage, social media three weeks before the AGM.
Article XVI. 2: AGM AGENDA:
In addition to other items, the agenda of the Annual General Meeting will include:
- Reports of the annual activities of BAMOS by Secretary General.
- Annual audit and financial report of the BAMOS by Treasurer.
- Annual General Meeting will also include all items proposed by the EC, and any items proposed
in written by at least 75% of General Members. - The proposal of inclusions in the agenda must be received by the President of the EC at least 4
weeks before the date for the agenda. The EC will then send a provisional agenda to all members
of the BAMOS. - The President will highlight the future plans for BAMOS in his presentation.
Article XVI.3: EXECUTIVE COMMITTEE MEETING:
- The executive committee will meet at least once in two months, with a seven days’ notice. In
case of any emergency meeting, a 24 hours’ notice is sufficient. - Any member of EC, who will remain absent in three consecutive meetings without informing
may lose his/ her membership of EC. - The requirement of quorum for EC meeting will be the presence of at least 60% of its members.
Article XVI.4: SPECIAL GENERAL MEETING:
- Special General Meeting may be convened by the president of BAMOS. The meeting will be called
by the Secretary General or a requisition by at least 25% of the general members and life members of
BAMOS. - A special general meeting requisitioned by the General Members and Life Members of BAMOS will
be held within 20 days of notice having been received by the president or the Secretary General of
BAMOS. - A requisition meeting will consider only the subject specified in the requisition.
- Decisions taken in a requisition meeting convened by the EC will be a binding on BAMOS. The
requirement of quorum for a requisitioned meeting will be the same as for an AGM decision by twothirds majority vote of the members and life members of BAMOS
Article XVI.5: EMERGENCY GENERAL MEETING (EGM) / EMERGENCY EXECUTIVE COMMITTEE MEETING (EECM):
Emergency meeting shall be called by the Secretary General in consultation with the President of the
BAMOS.
Article XV11: Election of BAMOS:
- The election of BAMOS will be held within the last 3 months of the executive committee term
(i.e. two years of tenure). - An election commission will be formed by the Executive Committee.
- The election commission will be consisted of a chief election commissioner and two election
commissioners.
Article XV111: Funds and Expenditure:
- The Treasurer will be responsible to the Executive Committee for the custody, disbursements
and accounting of all funds belonging to BAMOS. The audited annual financial report will be
submitted in writing by the treasurer to the EC at least two weeks before the Annual General
Meeting. This report will be circulated to all members and life members of BAMOS. - The President of BAMOS will be authorized to incur expenditures up to BDT 2000 for any
individual items or purpose and shall report to the next EC meeting. Expenditures above this
amount shall require prior approval by the EC. - The fund of the association will be deposited in a current/ savings bank account.
- The bank account of the association will be operated by any two of the following of which the
Treasurer will always be common.

Article XIX: UTILIZATION OF PROPERTY OF THE BAMOS:
Any property, mobile or immobile acquired by the BAMOS becomes the property of the association and
cannot be disbursed by any person without the approval of the EC.
Article XX: RESOLUTIONS:
A proposed resolution shall be adopted by the annual general meeting or special general meeting by
simple majority unless it covers an amendment, addition or repeal to the constitution.
Article XXI: AMENDMENTS:
Amendment of the constitution which does not cover in resolution mentioned in the article XX, may be
made by the two-third of the general members present physically in the annual / special / emergency
general meeting
Article XXII: CLOSURE OF THE BAMOS:
If and when the BAMOS is closed for some reasons, its funds/ projects will be utilized to repay any debt
incurred by BAMOS and the rest (if any) may be donated to one or more social welfare organization or
trust as would be decided by the Executive Committee and Advisory Committee of BAMOS.
